What the office says about permits
The city states permits are required for 'construction of all new buildings/structures, additions to buildings/structures, interior remodels/alterations that include structural modifications, structural repairs to buildings, storm shelters, decks, covered patios, storage buildings, carports, fences over 7ft tall, swimming pools, demolition of structures, cell towers, tents over 400 sqft, plumbing, electrical and mechanical work.' That means a water heater swap and an HVAC changeout both need a trade permit. Portable sheds 200 sq ft or less, 10 ft or less in height and not permanently affixed do not need a building permit. Permits are valid six months with active inspections. Fees read directly off the city fee schedule: residential building permit is valuation tiered starting at '$3,000 and less = $25.00', then '$3,001-$15,000 = $25.00 for the first $3,000 plus $5.00 for each additional thousand or fraction thereof'. Plumbing permits have a '$20.00' minimum fee plus per-fixture charges such as 'Water Heater $2.00'. Electrical permits have a '$20.00' minimum fee. Residential mechanical permits are 'Minimum $30.00' for one unit plus '$10.00' for each additional unit. Certificate of Occupancy $25.00, demolition permit $50.00, reinspection fee $100.00.
Work that may not need a permit
Rogers publishes a short exemption statement rather than a full list: 'Cosmetic work such as painting, tiling, carpeting and replacing cabinets do not require a permit.' The city still encourages calling the office before starting work. Reroofing and siding are not named either way on the city's own list, and fences are only listed as requiring a permit when over 7 ft, so shorter fences appear exempt but that is an inference, not the city's stated wording.
Contractor registration
Yes. The city's Contractor Licensing Requirements page lists: Arkansas State Contractors License for residential projects over $2,000 and commercial projects over $50,000; Arkansas Master Plumbing License for plumbing permits; Arkansas Master Electrical License for electrical permits; an Arkansas mechanical license for mechanical permits; a sprinkler or alarm license for fire sprinkler and alarm permits; a copy of a certificate of general liability insurance; and a current city business license from Rogers or another Arkansas city.
Can a homeowner pull their own permit?
Yes. The city states: 'If you own the property and it is your main place of residence, then you can do any building, plumbing, electrical or mechanical work yourself.' The permit still has to be pulled and the work still has to be inspected. If a contractor is hired, the contractor pulls the permit, not the homeowner.
