What the office says about permits
Permits are required for new single-family and multi-family residences, commercial and industrial construction, remodels and additions, and for remodeling or repairs exceeding 20 percent of property value. Permit fees are set by construction valuation in Title 11: $10 per $1,000 for $101 to $2,000; $20 for the first $2,000 plus $6 per additional $1,000 up to $15,000; $98 for the first $15,000 plus $5 per additional $1,000 up to $50,000; $273 for the first $50,000 plus $4 per additional $1,000 up to $100,000; $473 for the first $100,000 plus $2.50 per additional $1,000 up to $500,000; and $1,473 for the first $500,000 plus $1 per additional $1,000 above that. Re-inspection is $50. Permits are valid one year. Applications are filed through the TekConnect portal or at City Hall.
Work that may not need a permit
Title 11 lists large-scale development exemptions, including single-family residential additions under 1,000 square feet that meet other criteria and agricultural construction on A-1 zoned property. The city does not publish a general homeowner no-permit list.
Contractor registration
Business license applications are handled at https://pearidge-ar2.tekconnectgov.com. City code requires large-scale developments to be built by a contractor licensed by the State of Arkansas and in good standing.
Can a homeowner pull their own permit?
Yes for electrical and plumbing on a single-family residence. City code allows a permit to be issued to a homeowner to install, erect, or repair electrical work in a single-family residence provided the homeowner does the work themselves, with a parallel allowance for plumbing.
