What the office says about permits
Permits are required for room additions, garage enclosures, swimming pools, water heater replacement, electrical panel upgrades, HVAC installation, storm shelters, demolition, and solar, plus certificates of occupancy. Building, plumbing, electrical, and mechanical permits are separate and the trade fees are charged in addition to the building permit. Residential trade permit fees published on the city's residential permit application are $100 per trade / $300 total for 0-1,500 heated sq ft, $115 / $345 for 1,501-2,000 sq ft, $130 / $390 for 2,001-3,000 sq ft, and $155 / $465 for 3,001+ sq ft. Paper applications are returned to the building department at city hall; online applications go through BS&A Online.
Work that may not need a permit
City FAQ indicates re-roofing, painting, and siding replacement do not require a permit. The FAQ also states that not everything is listed, so confirm anything borderline with Building Safety.
Contractor registration
The residential building permit application requires a copy of the general contractor's license plus general liability and workers' comp, and current license numbers with expiration dates for the electrical, mechanical, and plumbing contractors. The city separately issues business licenses.
Can a homeowner pull their own permit?
The jurisdiction does not publish an owner-builder policy. Many Arkansas cities allow it for an owner-occupied home and some do not. Ask directly.
