What the office says about permits
A permit is required to construct, enlarge, alter, repair, move, remove, improve, convert, or demolish a building or structure. Separate permits are required for grading and erosion control, electrical, mechanical, and plumbing work. Detached garages, fences, generators, pools, sheds, and residential additions or alterations all require permits. Permits are valid 180 days, and each scheduled inspection extends the permit another 180 days. Applications go to permits@bellavistaar.gov for intake; some types (subcontractor permits, new home construction, accessory structures) can be submitted through the online portal.
Work that may not need a permit
City FAQ says driveway apron repair or maintenance may not need a permit depending on scope of work. The city does not publish a full no-permit list online.
Contractor registration
Contractors need a city contractor ID; email permits@bellavistaar.gov to get one. Electrical, mechanical, and plumbing permits are issued only to an Arkansas state-licensed master of that trade.
Can a homeowner pull their own permit?
Yes, on the owner's own residence. A property owner building their own home is exempt from state contractor licensure if they file an owner-builder affidavit and do not build more than one home per calendar year.
