Twenty city guides plus the unincorporated parts of both counties, which is where people most often assume no permit is needed and are most often wrong. Each guide lists the department, the phone number, the portal and the fee schedule, and says plainly what the jurisdiction does not publish.

16 of the 22 guides were confirmed against the jurisdiction's own current page. The other 6 are marked at the top of their page as needing a phone call, because we would rather flag a gap than paper over it. 18 of the 22 jurisdictions run an online permit portal; the rest still take applications in person or by phone.

Fees, hours and adopted code editions change without announcement. Every guide links the page it came from so you can check the current version, and nothing here is legal advice. Only the jurisdiction can tell you whether your specific job needs a permit.
