An Arkansas contractor taking work in Iowa deals with the same four questions everywhere: who licenses the trade, when a licence is actually required, when workers compensation kicks in, and where the business registers. Below is Iowa's answer to each, with the agency's own link.
Licensing
Iowa Department of Inspections, Appeals & Licensing (DIAL)
No statewide GC license, but contractor registration is mandatory: anyone earning $2,000 or more per year from construction work must register with DIAL ($50 fee); under $2,000 or own-property work exempt. Plumbing and mechanical contractors also need a state contractor license.
Workers compensation
Iowa Division of Workers' Compensation (within DIAL)
Most Iowa employers must carry workers' compensation insurance or be authorized self-insurers; proprietors, partners, LLC members and corporate officers may elect out; registered contractors with employees must show coverage.
Tax registration
Iowa Department of Revenue

New hire reporting
Most states require newly hired employees to be reported within a short window of their start date.

Starting or running the business itself is covered in the contractor business guide. Arkansas licence records for Benton and Washington counties are in the contractor directory.
