An Arkansas contractor taking work in California deals with the same four questions everywhere: who licenses the trade, when a licence is actually required, when workers compensation kicks in, and where the business registers. Below is California's answer to each, with the agency's own link.
Licensing
Contractors State License Board (CSLB)
License required when a job totals $1,000 or more, labor plus materials; AB 2622 raised the old $500 exemption effective Jan. 1, 2025. Exemption is void if the work needs a building permit or the person employs anyone.
Workers compensation
CA Department of Industrial Relations, Division of Workers' Compensation
Required with even one employee; C-8, C-20, C-22, C-39 and D-49 licensees must carry it with no employees; SB 291 (2025) delayed the all-licensee mandate to Jan. 1, 2028.
Tax registration
California Department of Tax and Fee Administration (CDTFA)
New hire reporting
Most states require newly hired employees to be reported within a short window of their start date.
